Language Schools

English language schools in Malta are licensed and regulated by the ELT Council, a statutory body established under Legal Notice 221 of 2015. The Council licenses schools, issues teaching permits, conducts inspections, and oversees quality assurance across the sector.

Two Models

An ELT school can operate as a teaching institution, or as a full-service operation that also provides accommodation, social programmes, and student welfare services. The distinction shapes everything from the licensing application to the daily running of the school.

Most schools in the market operate as full-service providers. The business model, the competitive landscape, and the expectations of international agents and families all point in that direction.

What the Application Involves

A new school application requires a three-year business plan, a market rationale, architect's drawings of the proposed premises, CVs for the Head of School, Administrator and Director of Studies, and at least two letters of intent from the intended distribution or sales network. Draft promotional material is reviewed before the licence is granted.

For schools proposing all-inclusive packages, the scope of the evaluation widens to cover accommodation arrangements, activity management, and student welfare.

Academic Standards

The ELT Council controls academic quality through the permit system. Every teacher in a licensed school must hold a valid ELT Permit, issued by the Council after verifying qualifications, documented teaching hours, and spoken English proficiency. The Director of Studies carries the highest thresholds and is approved directly by the Council.

Where the School Sits

Location is part of the licensing consideration. The ELT Council evaluates where a school proposes to operate, and certain areas of Malta carry specific regulatory considerations. Premises must meet defined spatial, safety, and accessibility standards, and the physical environment is inspected before a licence is issued.

Four Years, Then Renewal

An ELT school licence is valid for four years. Renewal is not automatic. The ELT Council reviews the school's compliance record and requires outstanding issues to be resolved before a new licence period begins.
